He's getting charged with indecent exposure and disorderly conduct, they threatened him with fines of $4000.
He is upset.
That's the cop that I couldn't look directly at because he seemed like he stepped out of the pages of Fear and Loathing in Las Vegas.
He was offended by people who had one foot on the sidewalk and one foot on the grass.
